WhatsApp service messages charged from October 2026: 1,000 stay free every month

From 1 October 2026 Meta goes back to charging for the replies you send on WhatsApp Business. The news is going around as a price rise, and for anyone handling thousands of conversations a day it is one. For an appointment-based practice the conclusion is different: Meta includes 1,000 free service messages every month on every phone number, and that allowance covers a normal practice without coming anywhere near the limit.

WhatsApp service messages charged: what exactly changes on 1 October 2026

There are three changes.

Replies in chat go back to being billed. These are the messages you send the client while the conversation is open, the ones Meta calls service messages. They had been free since November 2024. From 1 October they are counted one by one, at the Utility message rate of the recipient's country.

Reminders sent inside an open conversation lose their free status. Until now, if the client had written to you in the last 24 hours, a reminder sent inside that window was not billed. From 1 October it is always billed.

Some market rates have been updated. Meta has published the new rate card, effective the same day.

There is also a fourth change, announced alongside the others and told far less often, that turns the picture around for a professional practice.

1,000 free service messages every month: how the allowance works

Every phone number gets 1,000 free service messages a month. You only pay from the 1,001st onwards.

Three details that matter:

  • the allowance is per phone number, so every practice has its own, independent of anyone else's;
  • it renews every calendar month and does not carry over: messages unused in September do not roll into October;
  • it applies to replies in chat, not to reminders, which are Utility messages and stay billable.

To see how wide this allowance is, it helps to translate it into bookings. A booking handled entirely in chat, from the client's first message to the confirmation, takes four replies on average. A thousand messages therefore work out at about 250 bookings a month, that is more than eleven every working day, handled start to finish in chat.

A practice that is doing well stays below that threshold. One that goes over it, as you will see in a moment, pays trivial amounts on the excess.

New Meta WhatsApp rates: the real bill for an appointment-based practice

Take a practice with four bookings handled in chat and six reminders sent per day, over twenty-two working days.

In Germany, where the Utility rate is higher, the same practice pays €6.02 a month.

And above the threshold? A practice with twelve bookings a day handled in chat generates 1,056 service messages a month. Of those, 56 go past the allowance and cost €1.02. Even at double the volume, the item stays at a few euro.

The real bill, for an appointment-based practice, is not made of the assistant's replies. It is made of the reminders, which are also the only item that gives you something measurable back in the form of no-shows avoided.

What does not change on 1 October

Four things stay exactly as they are.

Messages you receive are never billed. You only pay for what leaves your number, no matter how many messages your clients send you.

The 24-hour window works as before. What changes is that inside that window you pay above the allowance, not the way the window opens and closes.

If you reply yourself from your phone, Meta does not bill those messages. With Coexistence mode the assistant and your WhatsApp Business app live on the same number, and you can take a conversation back whenever you want.

The WhatsApp Business app used on its own is untouched by any of these rules.

The difference that is left between one AI assistant and another

This is the least obvious point of the whole story.

Below the allowance, delivering messages costs nothing to anyone. It is not one provider's advantage over another: it is a Meta rule, the same for everyone. So from October, delivery stops being the item that separates one solution from another.

What is left is the AI processing, and that is where the paths split.

Since 1 August 2026 Meta bills its own native AI agent on usage, based on the tokens it processes. Every reply processes not just the client's sentence, but also the assistant's instructions, the list of services, the available slots and the history of the conversation. Meta's stated estimate is about four or five cents per reply. On the 352 messages of the example above that means about €16 a month in tokens alone, on top of every other item, and the allowance does not cover it, because it applies to delivery and not to processing.

What to do now, in practice

  1. Check the payment method on your Meta account. From 1 October, charges will start on items that were at zero until now. An expired card blocks message sending.
  2. Count how many reminders you are actually sending. It is the only item with weight. If you send two per appointment, you already know the spend doubles compared with one.
  3. Remember that messages you receive are free. No reason to discourage clients from writing to you.
  4. Check whether your provider adds a markup on Meta's rates. Some platforms resell messages above the official rate card. With the allowance in place the difference shows up less on replies, but it stays whole on reminders.
